Update...

The DIA has put out the official word that they will no longer accept dossiers after May 1st. This date should not effect us but it does give the clear message that adoptions will not continue to USA adoptive parents, at least until things are settled on the new agreement. It has also been said “ there is little to NO” chance of an agreement before September” which is when the old agreement expires. What a political mess! The US is putting a lot of pressure on Vietnam to become a Hague country and it sounds like they are going to use that as a sticking point. If a new agreement is not reached by September or if they release the official word that it is not going to happen, then I would expect them to define who will be grandfathered into the process. This will be in the State Department's control.

I am certainly hope our referral will come in and we can finish the process with out any interference from the current negotiations.
